El derecho a la libertad ambulatoria frente a las resoluciones emitidas por el comité de operaciones de emergencia COE en pandemia Covid 19

Resumen
Se realizó un proyecto de investigación cuyo objeto central fue analizar la libertad ambulatoria, frente a las decisiones del Comité de Operaciones de Emergencia identificado más adelante con las siglas (COE) en pandemia Covid-19, para ello se analizaron dichas resoluciones y la relación que mantiene con otros derechos conexos a la dignidad de los ciudadanos. Además, se determinó la afectación del derecho al trabajo y salud como resultado de las resoluciones del COE nacional, también se plantearon medidas estructurales y jurídicas para prevenir medidas estatales excepcionales restrictivas al derecho de la libertad ambulatoria. Para lograr el desarrollo la presente investigación se optó por la utilización del enfoque mixto, en donde se utilizaron técnicas cuantitativas, tales como estadísticas, encuestas y técnicas cualitativas utilizando el análisis doctrinal, legal y de entrevistas efectuadas, con el fin de lograr una investigación completa que aborde los distintos ángulos, tanto el general como el particular. Los resultados de la investigación pudieron determinar que las resoluciones de fecha 13, 14 y 16 de marzo del año 2020 por parte del Comité de Operaciones Especiales no generaron ningún tipo de beneficio a la colectividad por cuanto no lograron detener el avance del Covid-2019.
A research project was carried out whose central objective was to analyze the freedom of movement, in the face of the decisions of the Emergency Operations Committee later identified with the acronym (COE) in the Covid-19 pandemic, for this purpose, said resolutions and the relationship that maintains, along with other related rights, the dignity of citizens. In addition, the affectation of the right to work and health as a result of the national COE resolutions was determined, structural and legal measures were also proposed to prevent exceptional state measures restricting the right to freedom of movement. To achieve the development of the present investigation, the use of the mixed approach was chosen, where quantitative techniques were used, such as statistics, surveys and qualitative techniques using doctrinal, legal and interview analysis, in order to achieve a complete investigation. that addresses the different angles, both the general and the particular. The results of the investigation were able to determine that the resolutions dated March 13, 14 and 16, 2020 by the Special Operations Committee did not generate any type of benefit to the community since they failed to stop the advance of Covid-2019.
