Resumen
El presente trabajo de investigación permitió conocer de mejor forma la problemática de
la limitación de derechos y garantías más básicas a las que se enfrenta un niño que aún
no ha sido inscrito, perdiendo acceso a servicios que bien podrían hacer una diferencia en
la calidad de su existencia; trabajo que consta de cuatro capítulos: un primer capítulo que
mostró la problemática de investigación que significó el abordaje del tema, el segundo
capítulo más centrado en describir el trasfondo del fenómeno a fin de dejar el camino
abierto para posibles soluciones; un tercer capítulo que mostró la metodología y
entrevistas a profesionales que dieron puntos de vista valederos y aportaron al desarrollo
de una propuesta de crear un procedimiento de inscripción masiva de niños que no poseen
identidad, como se encuentra en el libelo del cuarto capítulo.
The present research work allowed to better understand the problem of the limitation of rights and most basic guarantees faced by a child who has not yet been registered, losing access to services that could well make a difference in the quality of their existence; Work consisting of four chapters: a first chapter that showed the research problems that meant the approach to the subject, the second chapter more focused on describing the background of the phenomenon in order to leave the way open for possible solutions; A third chapter that showed the methodology and interviews with professionals who gave valid points of view and contributed to the development of a proposal to create a procedure for mass registration of children who do not have identity, as found in the libel of the fourth chapter.
