Resumen
El objetivo principal de este proyecto de tesis es Proponer un Modelo para Desarrollar un Sistema de Gestión de Seguridad y Salud en el Trabajo en INDUSTRIA CARTONERA ECUATORIANA S.A., teniendo como objetivos específicos, evaluar la situación actual de la empresa del cumplimiento legal vigente en el Ecuador, establecer una propuesta documentada de las directrices a seguir para la posterior implementación, con la finalidad de reducir o eliminar los riesgos a los que están expuestos los trabajadores y que sus autoridades hagan conciencia de la gran responsabilidad que tienen de preservar la salud e integridad de su personal, evitando responsabilidades patronales por multas de accidentes laborales y enfermedades profesionales. El método utilizado en esta tesis para el diagnóstico inicial es el Reglamento para el Sistema de Auditoria de Riesgos del Trabajo – SART del IESS, el cual permitió conocer el porcentaje del Índice de Eficacia del cumplimiento en seguridad y salud en el trabajo que tiene la empresa, dando como resultado el 12,32 % siendo inferior al 80% de cumplimiento de los requisitos técnicos legales, por el cual se considera insatisfactorio y dio como base proponer el Sistema de Gestión de Seguridad y Salud en el Trabajo en INDUSTRIA CARTONERA ECUATORIANA S.A. Implementar este programa beneficia a la empresa evitando daños a la salud del trabajador, generando un ambiente laboral seguro de trabajo y por consiguiente aumentaría su productividad y eficiencia.
The main objective of this thesis project is to propose a Model for the Development a Security and Health Management System in INDUSTRIA CARTONERA ECUATORIANA S.A., having as specific objectives to evaluate the current situation of the company's legal compliance in Ecuador. Establish a documented proposal of guidelines to follow for the subsequent implementation with the purpose of decreasing or deleting the risks the workers are exposed, and the authorities become aware of the great responsibility they have on preserving the health and integrity of the employees, avoiding fines employer responsibility for labor accidents and occupational diseases. The used method in this thesis for the initial diagnostic is the Regulations for the Audit System of Occupational Risks (SART) IESS, the one who let us to know the percentage of efficiency average of fulfilment in security and health at workplaces, giving as a result 12,32% being inferior to 80% of the fulfilment of the technical legal requirements, by which is considered unsatisfactory and gave as a basis to propose System of Management Safety and Health at Work in INDUSTRIA CARTONERA ECUATORIANA S.A. The implementation of this program is favorable for the company avoiding health problems to the employees, generating a healthy work environment which as a result will increase the productivity and efficiency.
