Ecuador cuenta con un gran número de instalaciones turísticas administradas por municipios, la mayoría de las cuales carecen de la capacidad y el equipamiento para mejorar y hacer más atractivos sus servicios para los turistas. Se trata de atractivos turísticos que comenzaron a desarrollarse sin ninguna exploración, y poco a poco los lugareños comenzaron a hacerse un hueco reconocido para el turismo rural en la zona. Uno de esos casos es el incidente en Puerto El Morro, una zona conocida principalmente como punto de partida para avistar delfines mulares, cuyos vecinos han consolidado su popularidad en la zona. Puerto Morro también cuenta con una diversa flora y fauna a través de una investigación in situ y una investigación exhaustiva, el Plan y Diseño de Instalaciones Turísticas Comunitarias de Morro Harbor se esfuerza por satisfacer muchas necesidades locales reales de alojamiento, negocios, cultura, servicios, recreación y entretenimiento, etc.

Puerto el Morro has a population of approximately 1719 inhabitants, its psychopolitical organization is based on the Parish Council preceded by the community elected by its inhabitants. Additionally, Puerto el Morro has an interpretation center called Ecoclub lo delfines, which was created by initiative of the residents. Puerto el Morro has all the basic services, water, electricity, sewage treatment network. The population is involved in the development of sustainable tourism and at the same time the parish benefits economically from which a community tourist facility is proposed, which consists of the creation of accommodation cabins, bar, administration, saunas, dining rooms, parking spaces. , sports fields, swimming pools, playground, events room, cycling area.} Based on exhaustive research, all these community equipment spaces have been shown to contribute to the local economy.
