Resumen
Esta investigación se da por la dificultad que tienen los migrantes al acogerse al plan
retorno basándose en las políticas migratorias como por ejemplo los préstamos al migrante,
menajes a tiempo, exenciones arancelarias, etc. Este proyecto consiste en llegar analizar si la
inversión que sigue haciendo el país hacia los migrantes, está bien estructurada, basándose en
el respeto y ejercicio de los derechos humanos, económicos, sociales y culturales. El capítulo
uno, consta de análisis de efectividad de las políticas migratorias que se utilizan, desde
perspectiva muy integral basada en el respeto de las personas migrantes y su familia. En lo
que nos vamos a enfocar en las distintas áreas de estudios como por ejemplo la parte
económica, legal y social. El capítulo dos, detalla el impacto que causo el feriado bancario, la
crisis que atravesó el país en aquella época, perdida de flexibilidad en la política monetaria, la
pérdida de competitividad de las empresas privadas, etc. originaron el desempleo y por ende
el crecimiento de la migración. En el capítulo tres, describimos los métodos, técnicas e
instrumentos de investigación para así lograr el análisis o estudio de este trabajo de
investigación, basándonos en fuentes de información, para obtener un criterio más amplio en
el tema. El capítulo cuatro, nos permitirá analizar las cifras estadísticas de ecuatorianos que
entraron y salieron del país y que se acogieron a este plan retorno voluntario. El capítulo
cinco, pondremos en marcha la propuesta de solución para beneficio de los migrantes
ecuatorianos, a través de la Secretaria Nacional del Migrante la cual presento un plan para
facilitar el retorno voluntario a nuestro país.
This research is due to the difficulty that migrants have in accepting the return scheme based on migration policies, such as loans to migrants, goods on time, tariff exemptions, etc. This project consists of analyzing whether the country's investment in migrants is well structured, based on the respect and exercise of human, economic, social and cultural rights. Chapter one, consists of analyzes of the effectiveness of the migration policies that are used, from a very integral perspective based on the respect of the migrants and their family. In what we are going to focus in the different areas of studies as for example the economic, legal and social part. Chapter two details the impact of the bank holiday, the crisis in the country at that time, the loss of flexibility in monetary policy, the loss of competitiveness of private companies, and so on. Led to unemployment and thus the growth of migration. In chapter three, we describe the research methods, techniques and instruments to achieve the analysis or study of this research work, based on sources of information, to obtain a broader criterion in the subject. Chapter four will allow us to analyze the statistical figures of Ecuadorians who entered and left the country and who took part in this voluntary return scheme. Chapter five, we will launch the proposed solution for the benefit of Ecuadorian migrants, through the National Migrant Secretary who presented a plan to facilitate the voluntary return to our country.
