Resumen
La rendición de cuentas es fundamental para la transparencia de los procesos
ejecutados por las instituciones estatales. El objetivo principal del presente trabajo de
investigación, ha sido analizar la gestión pública municipal de Guayaquil a través de sus
informes de rendición de cuentas entre el año 2016 al 2020. Mediante el análisis
documental se examinaron distintos indicadores de tres variables: planificación,
presupuesto y participación ciudadana. Como resultados destacan buenas puntuaciones
en cuanto a planificación municipal y ejecución presupuestaria; mientras que, en
cuestión de participación ciudadana, esta investigación evidencia notables falencias en
cuanto a la utilización de los distintos mecanismos que aportan al involucramiento de la
ciudadanía en los procesos de toma de decisión de su gobierno local. The accountability it’s fundamental for the transparency of the processes
executed in the public institutions. The main objective of this research, was to analyze
the public management through the accountability reports from 2016 to 2020. Through
documentary analysis, different indicators of three variables were examined:
planification, budget and citizen participation. As results stand out good punctuations in
terms of the municipal planning and the budget execution; meanwhile, in citizen
participation, this research evidences notable shortcomings in terms of the use of the
different mechanisms that contribute to the involvement of citizens in the decision making processes of their local government.
