Implementación de una planta industrial destructora de neumaticos usados en la ciudad de Guayaquil

Resumen
Actualmente en la ciudad de Guayaquil son desechadas cada mes
aproximadamente 26.000 llantas usadas provenientes de automóviles livianos; un alto
porcentaje de estas llantas generan un impacto negativo ya que contaminan el ambiente
y también se convierten en criaderos de mosquitos cuyas picaduras pueden producir
dengue y otras enfermedades catastróficas. Basándose en el principio constitucional del
Buen Vivir, el Gobierno Nacional aprobó en el año 2013 el Acuerdo Ministerial 020 del
Ministerio de Ambiente del Ecuador que incluye el Plan de Gestión Integral de
Neumáticos Usados cuyo objetivo es poder mitigar el problema del impacto ambiental
generado por la inadecuada disposición y reducida recolección de las llantas fuera de
uso.
El presente proyecto de tesis analiza la factibilidad ambiental y financiera para la
implementación de una planta destructora de neumáticos fuera de uso con la finalidad
de reducir los niveles de contaminación ambiental generada por la inadecuada
disposición de este material de desecho acorde a lo dispuesto en el Acuerdo Ministerial
020. Mediante encuestas y observaciones realizadas en los centros de servicios
mecánicos se establece la cantidad de llantas fuera de uso que se generan; también se
contempla verificar el cumpliendo con las disposiciones ambientales en estos locales. El
resultado científico permitirá concluir que en la ciudad de Guayaquil, como parte del
desarrollo económico de la ciudad, si es necesario invertir recursos en la construcción
de una fábrica donde serán destruidos los neumáticos fuera de uso.
Nowadays approximately 26,000 tires from light vehicles are discarded every month in the city of Guayaquil and a high percentage of these tires out of use generate negative impacts on the environment due to pollution and also because they become breeding grounds for mosquitoes, the main cause for dengue and other diseases. Based on the constitutional principle of “Buen Vivir”, the Ecuadorian Government approved in 2013 the 020 Ministerial Agreement of the Ministry of Environment of Ecuador which includes the Plan of Integrated Management of Used Tires aimed to mitigate the problem of environmental impact generated by the improper disposal and reduced collection of tires out of use. This thesis project will analyze the environmental and financial feasibility for the construction of a shredder plant for tires out of use, with the purpose of reducing the levels of environmental pollution generated by the improper disposal of this material according to the provisions of the 020 Ministerial Agreement. Through surveys and observations in mechanical services centers, the study also aims to set the amount of tires out of use that are generated as well as to monitor compliance with the provisions of the environmental authorities in these premises. The scientific results allow to conclude that, as part of its economic development, it is necessary in the city of Guayaquil to invest resources in building an industrial plant where the tires out of use be destroyed.
