dc.description.abstract	La CNE se encuentra encargada de informar y capacitar a los ciudadanos del Ecuador el programa ABC de la democracia, pero no cuenta con un prototipo que notifique a los ciudadanos sobre los resultados finales de su aprobación después de haber culminado el curso desde el portal web, por lo que surge como objetivo la necesidad del presente proyecto en diseñar e implementar un servidor Base que realiza el envío de notificaciones SMS automáticas a una base de datos seleccionada. Se utilizarán diversas herramientas como el Midnight Commander, y el SDK de Android, por otra parte se aprovechará la modalidad de investigación cuantitativa que nos ayuda con la encuesta en la rama de estudio no experimental. Se instalará un sistema operativo Linux que permitirá la virtualización del KVM para administrar la máquina virtual y dentro de ella se utilizará el sistema Elastix, donde se encuentra la base de datos otorgando seguridad, mientras que con la aplicación SDK de Android se enviará comandos de ejecución al dispositivo móvil para luego enviarlos por mensaje de texto de forma automatizada gracias a un script que lee la base de datos cada 5 minutos. Se puede concluir que con el nuevo sistema tendrá un mejor desempeño en los procesos del servidor base, y el envío de SMS automáticos, satisfaciendo la demanda, y dando una mejora para el futuro del país.	es_ES
dc.description.abstract	The CNE in its state of democracy regulator, is responsible for informing and training citizens of Ecuador on the ABC code of democracy, so no one has a prototype that notifies citizens about the final results of their approval , After having completed the tour from the web portal, that is why the objective of this project is the need to design and implement a base server that send notifications SMS Automation to a selected database. Used to make tools like the S.O. Centos 6.5, Midnight Commander, and the Android SDK, on the other hand took advantage of the quantitative research mode that helps us with the type of survey in the branch of non-experimental study. It installs a Linux operating system that allows the virtualization of the KVM to manage the virtual machine and within it is used the system Elastix, where the database is found to provide security, while with the Android SDK application, and the automated thanks a script that reads the database every 5 minutes saving time. We can conclude that with the new system we have a better process in the base server processes, and sending automatic SMS, satisfying the demand, and giving an improvement for the future of the country.	es_ES
