Resumen
La troncal 3 del Sistema Metrovía tiene como actividad productiva proporcionar
el servicio de transportación masiva de usuarios, por ende dentro de la terminal
operan empresas contratistas que realizan diferentes tipos de trabajos que no son
controlados, cuyo contexto y estructura toma como referencia, las incidencias
registradas y relacionados con las intervenciones de los trabajadores externos que
han efectuado actividades en la empresa en estudio; el objetivo del presente
proyecto de investigación consiste en diseñar una herramienta de control de gestión
de seguridad y salud en el trabajo, para contratistas, proveedores y terceros en la
terminal de la troncal 3 del sistema Metrovía de la ciudad de Guayaquil, el cual se
realizó a través de un diagnóstico técnico legal relacionado con la gestión de
contratistas, analizar la data de los accidentes ocurridos con trabajadores de las
contratistas, determinar la percepción del nivel de cultura de seguridad y salud en
el trabajo basado en la metodología del cuestionario de NOSACQ y determinar la
propuesta del diseño de la herramienta de control de gestión. El resultado determina
que la aplicación de la herramienta de control de gestión permitirá mantener el
control a los contratistas y a sus trabajadores a eliminar y/o controlar los riesgos
presentes, además permitirá mejorar la relación del trabajador frente a sus
actividades lo cual se reflejará en su rendimiento y por ende a la productividad. El
diseño de una herramienta de control para contratistas, proveedores y terceros
permite implementar un nuevo estándar en materia de prevención de riesgos,
permite revertir la tasa de condiciones inseguras en las actividades que realizan
estas compañías y permite asegurar el cumplimiento de requisitos técnicos legales,
por lo cual al realizar la implementación de la herramienta se podrá controlar o
minimizar los riesgos que podrían generar graves accidentes de trabajos.
Trunk 3 of the Metrovía System has as a productive activity to provide the mass transportation service for users, therefore, within the terminal there are contractor companies that carry out different types of work that are not controlled, whose context and structure take as a reference, the registered incidents and related to the interventions of external workers who have carried out activities in the company under study; The objective of this research project is to design an occupational health and safety management control tool for contractors, suppliers and third parties in the trunk terminal 3 of the Metrovía system in the city of Guayaquil, which was carried out through a legal technical diagnosis related to the management of contractors, analyze the data of the accidents that occurred with the workers of the contractors, determine the perception of the level of culture of safety and health at work based on the methodology of the NOSACQ questionnaire and determine the proposal for the design of the management control tool. The result determines that the application of the management control tool will allow contractors and their workers to maintain control to eliminate and/or control the risks present, and will also improve the worker's relationship with their activities, which will be reflected in their performance and thus productivity. The design of a control tool for contractors, suppliers and third parties make it possible to implement a new standard in terms of risk prevention, makes it possible to reverse the rate of unsafe conditions in the activities carried out by these companies and makes it possible to ensure compliance with legal technical requirements, for which when carrying out the implementation of the tool it will be possible to control or minimize the risks that could generate serious work accidents.
