| dc.description.abstract | With the arrival of Econ. Rafael Correa fiscal policy became an important tool to generate growth and development in the country, where public spending on investment became the essential instrument to achieve this goal. Where one of the objective was to reduce extreme poverty, for which improvements were made in education, creating new educational institutions, both in schools and schools, likewise improved the infrastructure of Health Centers, among others. However, there are different opinions regarding the implementation that was carried out, where it has been labeled wasteful.
