dc.description.abstract	El Recreo es un Plan habitacional de 12.000 viviendas, construido por el Banco de la Vivienda, actualmente MIDUVI hace 21 años. Inicialmente el perfil urbano se mostraba cien por ciento horizontal por contar con viviendas de una sola planta. A partir del año de adjudicación de las viviendas hasta la fecha actual, el contexto urbano de El Recreo se ha transformado, pues no ha evolucionado, La intención de la ponencia es la determinación de las causas y protagonistas de este fenómeno urbano, para lo cual se aplicó la técnica de Observación, a partir del cual se recogieron los indicadores y, en función de su análisis se pudo llegar a la conclusión de que en la ciudadela El Recreo se ha dado el fenómeno de involución urbana, que es urgente solucionar, de allí que la ponencia plantea la estrategia para su resiliencia y sostenibilidad de El Recreo.	es_ES
dc.description.abstract	El Recreo is a housing plan of 12,000 homes, built by El Banco de la Vivienda (The Housing Bank), currently MIDUVI, 21 years ago. Initially, the urban profile was one hundred percent horizontal because it had single-storey homes. From the year of the awarding of the houses to the present date, the urban context of El Recreo has been transformed, since it has not evolved, on the contrary. it shows the regression in its urban growth, due to the degraded and depressed landscape it shows, and even the lack of respect for urban regulations due to the presence of housing without formal criteria. It also shows the lack of respect for the environment because in general they have eliminated the green areas in the central parterres for the pedestrian. The intention of the paper is the determination of the causes and protagonists of this urban phenomenon, for which the Observation technique was applied, from which the indicators were collected and, depending on their analysis, it was possible to reach the conclusion of that in El Recreo citadel there has been the phenomenon of urban involution, which is urgent to solve, hence the paper presents the strategy for its resilience and sustainability of El Recreo.	es_ES
